Bhutanese Refugee Issue Proceedings for Solution
It would be total injustice in the history of mankind if we fail to give justice to the Bhutanese refugees who are evicted by Bhutan, and again, it would be against the law of humanity if we fail to bring the oppressor to justice.
The book “Janarav Firad” released on Shrawan 7, 2081 (22 July 2024) besides its contemplation of truths about Bhutan Government’s Ethnic-Cleansing crimes also demands to fulfill the objectives summarized as follows; that Bhutan:
1. ‘Ethnic-Cleansing Crimes’ it committed should be scheduled in the UN General Assembly as an agenda for discussion’.
- 2. ‘Repeal the Detrimental Policies’ harming the unity and integrity of the Bhutanese people.
- 3. ‘Repatriate its remaining citizens from the refugee camps in Nepal and allow Bhutanese wishing to repatriate from the resettled countries now or in the near future’.
- 4. ‘Grant Amnesty to all the political prisoners and rehabilitate them’.
- 5. ‘Recognize the Bhutanese Diaspora and their progenies the Non-Resident Bhutanese (NRB) as Bhutan’s cultural ambassadors and permit their visits to Bhutan for family reunion and pilgrimage’.
- 6. ‘Reinstate citizenship identity cards’ of the people that were revoked in the past.
- 7. ‘Stop the resettlement process in the southern districts, and keep the land vacant for its original, returning owners’.
- 8. ‘Respect all major languages, religions, culture and dress of all the communities and treated equal’.
- 9. ‘Compensate the properties; land, cash and valuables that was confiscated from the people before evicting them’.
10. The uncooperative conduct of India is continuously emboldening Bhutan in its refusal to address the Ethnic-Cleansing crimes it committed. India being the closest neighbor of Bhutan should not distance away from solving Bhutanese refugee issues.
11. SAARC nations and UNO should summon the Government of India and on grounds of humanity and regional peace and to help give justice to the victims of Bhutan’s ethnic-Cleansing crimes.
12. Institute an independent Truth Commission to investigate human rights violation and abuses during 1990, and ensure no further displacement or oppression of Nepali community or Lhotshampas.
13. Furthermore, Nepal being the host country for Bhutanese refugees and an important neighbor of India has every right to encompass India into this issue as both Nepal and Bhutan are equally vital neighbors for Indian interests.
